well even if it had an off road title all you have to do is have it inspected by the sheriff or state trooper just as you were to buy a car from out of state with a title
verify it is the correct VIN and its not stolen in any other state and the record the number of miles
i had to do it when i moved back from WA state on my TA

i still wouldnt do and i am even a scrapper and could just cut the car up and stuff it inside another car (i have done it before lol) (of course they were both junk adn i had titles for both)
